He has led the development and spread of environmental education in Japan.
At the Johannesburg Summit (2002), he proposed the UN Decade of ESD together with the Japanese government and NGOs, and has led domestic and international efforts since then, setting the stage for the UN resolution “ESD for 2030” in 2019. He has been instrumental in establishing environmental education/ESD networks in the Asia-Pacific region and the Pacific Rim, including the establishment of TEEN, a China-Japan-Korea environmental education network. He is currently working on regional development through ESD.
He has served as President of the Japan Society for Environmental Education, Director of the ESD Activity Support Center at the Ministry of the Environment, Director of the ESD Research Institute at Rikkyo University, Leader of the Environmental Education Project at the Institute for Global Environmental Strategies, Specially Appointed Affiliate Member of the Science Council of Japan, and Visiting Professor at Chiba University.
