The target areas: All locations of Japan
The object: The direct objectives are [Members] elementary and junior high school students.
In addition, [Supporters] Adults (More than one adult supporters are required for each club. senior high school or college students may be included in this category.)

- This program was opened to provide the place and chance of educating and experiencing elementary and junior high school students on the environmental education and study as the national policy.

- To provide the place and chance for the environmental education and study as part of the national activities.
- Description of the project

Operation and Management of the Activities:
1. Widely operating Junior Eco-club throughout the country under the joint sponsorship of the country, and autonomous local governments and municipality (Prefecture, City, Ward, Town, Village)
2. On a Prefectural basis uniformly and at any city, ward, town and village, where elementary/junior high school students expressed their wishes to register for the membership of Junior Eco-club, the applicable autonomous secretariats shall be opened at each administrative level for handling such applications.
The autonomous secretariats shall be responsible for promoting the local environmental education and study through the club and for doing liaison work between the All Japan Secretariat (see next item) and each applicable local club secretariat.
3. The Ministry in charge has consigned the overall operation of the system to the Foundation of Japan Environment Association and the All Japan Secretariat is opened inside the Association.
Contents of the Activities:
There are two major activities for the club.
1. The Ecological Action, an autonomous activity by each club.
2. Ecological Training, a program to be offered by the All Japan Secretariat.
The Flow of the Activities:
1. The activities are free for the self-control of each club and nothing can be enforced, including reporting to authority.
2. A guideline for a year-round activity has been set as a reference to each local club secretariat.
1) There are five steps being set to a year's activity from the initial registration of the membership to the summary of the year and each club which has registered for the membership is arranged to make a simple report to its applicable autonomous body.
2) If a member clears all the five steps, a certificate shall be issued upon request.
3) Each club is free to enroll a wall newspaper in the Association to summarize the year's activities. Based on the enrolled wall newspapers, the Prefectural representatives for the All Japan Festival are selected.
3. The club activities are introduced on the internet homepage of the All Japan Secretariat to widely notify the club groups all over the country about the news.

- 1. Each fiscal year starts in April and ends in March. The proposed year-round schedules are: 1) The issuing timing of newsletters Spring edition (Late April), Summer edition (Early July), Autumn edition (Late September), Winter edition (Early December), and Special summary edition (Early March) 2) Accepting application of wall newspapers for the All Japan contest. Application notification (Early October), Selection Committee (Late January)2. Each club can start participating the activity program at any point in the year.

*The program has grown up to the level as large as over 80 thousand children to participate in the activities.

Note: Membership is valid for one fiscal year. Re-registration is required to continue to hold the membership.
*Not only those elementary/junior high school children as regular members but the supporters and staff of local autonomous bodies are equally spreading the activities that are closely associated with the local communities.
*Through the activities in the partnership with enterprises, the Junior Eco-clubs work as a catalyst or a glue between the administration for citizens and the groups of enterprises.
- Other learning from the project

*The prospective numbers of the membership will still be marginal, if the gross numbers of children all over the country are taken into consideration.
*(As a result of our discussions), the graduate children must be taken into care anew since the present rule stipulates the regular membership only for elementary/junior high school children.
*Inside the administration, the cooperation between Environmental Bureaus and Education Bureaus may be a subject for the next step.
*The activities themselves are controlled by the country and registration to administration may be a factor to make prospective applicants feel awkward to join.
