Background/Problems of the project

According to the Cambodia Population Census in 1998 by the National Institute of Statistics, Ministry of Planning, about 34% of adult, especially in rural areas can not read and write the Khmer. Those who can read may not always like reading due to many reasons. Some are so busy with their business. Others do not have enough money to buy new papers. It is really difficult to deliver good message to them, particularly the information related to the environment, nature conservation, and its laws. The information, key messages, and forest related laws. Lack of this information is resulting in many controversial issues concerned with natural resources management such as land, fish and logging. These are the hot issues that Cambodia is facing. Policy makers are really difficult to formulate its policies as well as strategies to solve the problems due to lack of awareness and participation.

Objectives/Significance of the project

The Environmental Radio program is designed to solve some problems mentioned above. Since many Cambodians like listening to radio, the Mlup Baitong 15 minute feature program (including drama and hot news) provide listeners with full information and key message for protecting the environment and nature. Along with its monthly live talk shows, the program is increasing environmental awareness and advocacy for natural resource management in Cambodia. The "Voice of the Villages on Environment" of the radio program broadcasted on two national radio channels does not only raise awareness, but also promote the community's livelihood, advocacy and gender. The policy makers will be informed by the program, especially by the one hour live talk show which allows listeners to question the invited guest speakers or policy makers. As a result, the problems or conflicts related to the use of natural resources could be calmed down or may be peacefully solved when all concerned parties understood the laws and good practices.
The goal of the project is to increase awareness on environment and related issues to general publics for motivating them to involve in protecting and improving the natural resources and environment.

Result/Self evaluation (success or failure) including its reasons

Mlup Baitong's environmental radio program is unique in Cambodia. The program was started in 2001 and focuses on environmental awareness and advocacy on natural resource management. By giving a voice to rural communities and bringing them in contact with officials from government agencies and NGO's, the live talk shows and 15 minute programs have contributed to the establishment of natural resource management laws, particularly forestry and fishery laws. However, it is hard to assess its real impact of the program broadcasted.

Other learning from the project

- Project staff should be journalist who has good ability to do research and to networking;
- Topic of the monthly live talk show program should be changeable since guest speakers are not always invited;
- This environmental radio program should be daily and regularly program;
- Choosing air time of the program should be a good time for listeners and should be properly conducted a research among target listeners.
