Basic Urban Rural Services & Training (BURST) was established in 1998, as a premier professional association with over 30 professionals, scientists, and administrators as individual members. The primary role of BURST has been in health, manpower training, health systems development and policy formulation. BACKGROUND in March 1998, a group of thirty Professionals met for three days at Karachi. Among other issues, concern about the increasing gap between the actual and desirable health services in Pakistan was expressed. To bridge this gap, the group emphasized the need for professional development of health administrators towards effective management of resources. The group also felt the absence of a common platform which could bring together all professionals interested in health care. Subsequently, several meetings of professional groups were held at national as well as regional level to elicit comments on the need to form an all Pakistan society of health administrators. Some very good proposals were put forward in the meeting as well as people expressed their views through correspondence

AIMS AND OBJECTIVES
The major aims and objectives of the BURST are:
- To elevate and establish a standard of managerial competence for health care administrators and physicians in public, private, and industrial sectors.
- To develop and promote standards of education and training for health care administrators.
- To organize conferences, seminars, meetings, and discussions for the promotion, and furtherance of the aims and objectives of the Society.
- To develop and promote short-term and long-term training programs for individuals in health care administration.
- To engage in research and offer consultancy services towards the improvement of health services.
- To conduct workshops and seminars for promotion of managerial and organizational health.
- To engage in research and offer consultancy services towards the improvement of organizational mental health.
- To bring out publications in furtherance of the objects of the Society.
- To develop a model health service institution for training and health care delivery.
