The Situation of Environmental Education in the Phlippines
During the late 1970s, the environmental situation in the Philippines was assessed as alarming. This triggered an intense environmental awareness campaign during the 1980s and capacity building efforts in the early 1990s.
In 1977, Department of Education Culture and Sports (DECS) started integrating environmental education subjects in the school curriculum at all levels; and the various government agencies started public information activities to stimulate awareness and encourage involvement in environmental protection.
In 1988, the Philippine Strategy for Sustainable Development was drafted, where environmental education is one of the 10-pronged strategies. During the same year, the Environmental Education Network of the Philippines (EENP) was established. Then, the National Strategy on Environmental Education was formulated in 1989. Afterwards, the National Environmental Education Action Plan was created in 1992.
In 1996, the Philippine Association of Tertiary Level Educational Institutions in Environmental Protection and Management (PATLEPAM) was established. Environmental Education Curriculum Frameworks for all levels was formulated in 1998. The National and Regional Educators’ Trainings on the use of the EE Curriculum Framework for Basic Education, Technical and Vocational Education, and Higher Education were conducted from 1999 to 2000. Then, the National Environmental Education Action Plan for Sustainable Development for 2005-2014 was updated from 2003 to 2006 in support of the United Nations Decade for Sustainable Development.
Development of Environmental NGOs in the Philippines
Environmental non-government organizations in the Philippines started out as relief and welfare-oriented organizations in the 1950s. Then, project proponents and implementors in the 1960s to 1970s, environmental advocates in the 1980s, and community organizers in the 1990s.
